ENVIRONMENTAL AND SOCIAL IMPACTS ASSESSMENT
Irkutsk Oil Company has taken on additional obligations regarding the management of environmental and social issues as a result of the European Bank for Reconstruction and Development (EBRD) taking an equity stake in the business.
IOC together with independent environmental consultant ERM Eurasia Limited carried out the environmental and social impact assessment (ESIA) for development of Yarakta oil and gas condensate field and prepared the relevant report available for downloading.
In ESIA report the following issues are addressed:
Description of applicable environmental legislation, issued governmental approvals and permits for project implementation, requirements on public consultations and information disclosure
Information on baseline environmental condition including socioeconomic conditions
History of Yarakta field and the company current operations
Description of planned operations including production profile, field development strategy, land take and facilities construction
Environmental Impact Assessment
Social and economic impacts of the project
Emergency preparedness and response activities
Description of environmental monitoring plan
An essential aspect of the Project is the fact that during planning and implementation of the project, the Company’s objective is to comply not only with the relevant requirements of Russian legislation, but also with international environmental standards.
ENVIRONMENTAL AND SOCIAL ACTION PLAN
This section presents the Environmental and Social Action Plan (ESAP) developed on a basis of the ESIA for the Yarakta Oil and Gas field development.
The document has been prepared to identify, assess and mitigate the environmental and social impacts associated with development of the Yarakta oil and gas field. This plan has been developed based on the understanding of existing conditions in the field, including the extent of development of the field to date of assessment, implementation and ongoing operations. The baseline environmental and social data are presented in the ESIA report along with a detailed assessment of potential environmental and social impacts and evaluation of mitigation measures.
The Plan structure is presented by the three main activities addressed are as follows:
Drilling and Well Completion
Construction works
Operating activities
Every activity is discussed in terms of the four issues: non-hazardous waste, storage of chemicals, contractor management and accidents/emergency response. The possible impacts that may arise based on the mentioned activities are presented in the action along with the mitigation measures that will be implemented to avoid or minimize the impact to an acceptable level.
ANNUAL REPORTING ON ESAP IMPLEMENTATION
ENVIRON UK, a leading international environmental consulting company, was invited as an independent environmental advisor for further development of comprehensive Environmental and Social Actions Plan, sustainable use of natural resources and mitigation of environmental impacts.
