INK placed time capsule in the first apartment block of new residential complex in Ust-Kut

Irkutsk Oil Company (INK) held a ceremony of placing a time capsule in the foundation of the first apartment block of the new residential complex under construction in Ust-Kut town for employees of the Irkutsk Polymer Plant.

The company’s management and employees, municipal administration and contractor representatives attended the event. Alongside placing of the capsule, the first cubic meter of concrete was poured in the foundation of the first building. The new residential complex in Ust-Kut is being built simultaneously with the Irkutsk Polymer Plant. It will accommodate 3 thousand people – the Plant’s employees and their families.

“We have marked a symbolic start of the implementation of the largest housing development project in the town unseen here for quite a long time. It is a landmark event for us, indeed. I am convinced that all future dwellers of the residential complex will find it cozy and comfortable. And in a few years, people will open the capsule and read the message left by those who contributed to this large project of significance to the region and country,” said Elena Vaulina, Director of Irkutsk Polymer Plant.  

Nine- and eleven-floor apartment blocks, two kindergartens, a school, sports facility and leisure center will be built on the area of 25.7 hectares. The commercial ground floors will house shops, cafes, hair studios, and gyms.

“Our main task is to provide a comfortable living environment. The infrastructure to be created here will be meant not only for our employees, but also for a wider Ust-Kut community. We will thus improve the living standards in the whole town. Hopefully, other developers will follow suit, and Ust-Kut will see new similar projects,” said Yakov Ginzburg, INK General Director, chairman of the Executive Board.

As for the project progress, design work has been completed, and a general contractor has been selected to build the first stage of the residential complex. The construction site has been prepared, with the topsoil collected to be used later for land improvement and greenspace arrangements. Site grading, leveling and fencing have been performed.

Two residential buildings are under construction, containing three dwelling units each. In 2024, it is planned to connect the buildings to the central heating system. The buildings frames complete with brickwork and glazing will be erected, and a set of other construction and installation works will be performed. By the end of the year, builders will proceed to thermal insulation of the façades and finishing works.

In addition, INK participates in construction of several municipal utility items – a biofuel boiler, substation, sewage treatment facilities – in the neighborhood called “New REB”. INK sponsored preparation of design documentation and the related expert reviews. The modern facilities will not only cover the needs of INK’s residential complex and existing housing, but will also encourage and facilitate new real estate development.

Irkutsk Oil Company (INK) is an independent Russian producer of raw hydrocarbons. The company incorporated in 2000 engages in geological study, exploration and development of 53 subsoil blocks in the Irkutsk Region, Krasnoyarsk Region and Republic of Sakha (Yakutia). In Ust-Kut, INK is implementing a project consisting of raw hydrocarbons production, treatment, transportation and processing facilities, a helium plant and Irkutsk Polymer Plant. In 2023, INK joined the top 5 best employers in the fuel and energy sector and top 100 of Russia’s best employers according to the rating of HeadHunter.
